CLEARS GOALS & OBJECTIVES
CLEARS FIVE YEAR PLAN

 January 2006 – December 2010
(Revised by Executive Board July 7, 2005)

Although never formally stated, it has been the goal of the CLEARS organization to develop to its maximum potential and to be a complete resource for its members.

Toward this end, a five-year plan is proposed with three initial goals:

To enhance training
To further internal organizational development
To expand external organizational development

The Five-year guideline is intended as a catalyst to encourage planning and development by each executive board.  The time frame is not absolute; it allows flexibility for future boards to adapt the stated goals to the current needs of the organizations.

The objectives for each goal are broad statements drawn from the needs and desires expressed by the membership.  This allows for the creativity and imagination of the organization accomplishing the goal.  And, although the objectives are in a suggested order of importance, it is by no means a mandate for completion.  Each and every objective fulfilled is an important step toward the stated goal.

It is intended that each new board assess the status of the plan, amend if appropriate and throughout its term, report on its contribution toward fulfillment.

TRAINING

GOAL: 

To enhance the role of CLEARS as a source of training for its members

OBJECTIVE 1: 

Expand the breadth of training to address the needs of the entire membership, from new supervisors through management, and include topics not specifically related to records  management, technology and career development.

OBJECTIVE 2: 

Continue to maintain and expand a statewide speaker, training and video database to provide all types of materials and training aids appropriate for CLEARS members.

INTERNAL ORGANIZATIONAL  DEVELOPMENT

GOAL:  

To expand the internal development of CLEARS as an organization

OBJECTIVE 1:

Increase membership at the chapter level by 20% to        include all Criminal Justice Records Management, and retain members of long standing. Encourage participation by becoming a valued resource. 

OBJECTIVE 2:

Continue to maintain a database to measure membership demographics and to determine the needs and expectation of CLEARS members as they pertain to the organization.

OBJECTIVE 3:

Promote utilization and maintenance of the CLEARS Message Board as an educational resource for all members.

OBJECTIVE 4:

Bring awareness and promote use of new technology related to all aspects of records management and career development through chapter training, Annual Training Seminar, California Police Recorder magazine, and the CLEARS Website.

EXTERNAL ORGANIZATIONAL DEVELOPMENT

GOAL:

To expand the external development of the organization

OBJECTIVE 1:

Maintain a high level of public recognition and awareness of CLEARS, its members and the goals and objectives of the organization.

OBJECTIVE 2:

Develop the resource of potential applicants by promoting the civilian career opportunities in law enforcement.

OBJECTIVE 3:

Broaden the perspective of CLEARS by soliciting associate members from those organizations with which a working relationship would be mutually beneficial.
