California Pawn & Secondhand Dealer System is an electronic reporting system developed by the California Department of Justice (DOJ). CAPSS allows licensed secondhand dealers and pawnbrokers to electronically report the purchase, trade, pawn, consignment, or auctioning of tangible personal property.
